Oil is a LIPID. The oily substance (sebum) that our skin makes and excess oil from makeup, moisturizers and pollution rest on the surface of skin. Water cannot wash LIPIDS away, so splashing skin with water alone does not clean. A visit to my grandparents home will yield the same results - food that they grew was correctly canned to keep it safe and fresh for use when the growing season for the year was completed. 

Here we are now doing the same thing with skincare.
